Seabridge Gold Research Note: Infrastructure Progress Meets a Financing Test

Seabridge Gold's latest KSM evidence pairs a tangible infrastructure milestone with unresolved development dependencies. The company reported substantial completion and successful energization of the Treaty Creek Terminal on August 27. The facility is part of the electrical infrastructure intended to support future KSM construction and operations, and the issuer expected service readiness in November 2026. Physical energization is more probative than a statement of intent, but it does not establish mine-construction or production readiness.

Consultation remains a live process. A court found that the British Columbia Environmental Assessment Office had not fulfilled its consultation duty to Tsetsaut Skii km La Hax in connection with the substantially-started determination. The office was directed to conduct further consultation and reconsider its decision, with written submissions due September 28. The Gitxsan Huwilp Government also withdrew a prior support letter while calling for meaningful consultation. This record supports neither a fully resolved adverse outcome nor a closed procedural matter.

Financial evidence requires the same discipline. Seabridge remains a pre-revenue developer. Second-quarter net income was largely driven by a gain associated with the Courageous Lake distribution, so the headline does not establish recurring operating profitability or mine-level cash generation. A newly announced facility can support ongoing activities, but its maturity and possible share settlement do not resolve KSM's broader financing requirement. Engagement with a preferred partner candidate also does not equal a completed transaction.

The 2022 preliminary feasibility study is an aging baseline rather than a current construction budget. A new feasibility study is scheduled for the second half of 2027. Updated engineering could change capital, recoveries, throughput, schedule, and other assumptions. Until that work, a funded partnership, consultation outcomes, and terminal service readiness are documented, the current record supports progress at one infrastructure step rather than comprehensive project de-risking.

Chronology is another evidence limit. The source review found that a supposed September 9 quarterly event was misclassified because the issuer had released second-quarter information in August. No later material issuer or regulatory disclosure appeared after the September 8 terminal announcement through the review cutoff. Primary filings and issuer publications therefore control the timeline. Historical market relationships remain descriptive and do not establish causation or future results.
