MOH Research Note — The Cost Ratio Test

CAMS — MOH Research Note August 10, 2026

Molina's cash generation and corrected long-term price structure support the recovery case, but the stock is not obviously cheap against management's 2026 outlook. MOH traded near $195 on August 7, 13.1% above its verified 200-day average, while trailing free cash flow remained near $700 million.

The harder evidence sits in medical costs. Medicaid performance has been in line for two quarters, yet Marketplace losses and work-requirement implementation can pressure the risk pool before rates catch up. The October 21 report must show whether the 92.9% full-year Medicaid framework is becoming more credible.

The Level 2+ review examines the internal debate, policy transmission, valuation scenarios and the conditions that would change the thesis. Read the gated MOH Deep Coverage Review or join CAMS Premium Research.
